Licensed by the North Carolina Community College System, it was the first medical transcription service organization owned training program approved by the Approval Committee for Certificate Programs (ACCP), a joint committee established by the Association for Healthcare Documentation Integrity (AHDI) and the American Health Information Management Association (AHIMA).

TAPSemr was founded by two veteran ED doctors based in Los Angeles. They had been waiting for a suitable portable computer in order to create an EMR system specifically designed for high mobility and fast pace of the ED.
